Starting Abnormality
Input 100-240V, the

3. IC3100's 8th and 10th pins are high level and 5th pin is low level.
1. Check if TEMP. A (P3006) is well connected
2. Check if IC1002 and IC1003 and their surrounding loops are normal

Check if the HV Sync signal of IC4009's 8th/11th pin is normal; 
   Check if the IC1001's peripheral circuit, R1191/R1194 have H/V 
Sync. 
Check PC/AV source selecting loop and processing loop; 
   Check IC4009 and peripheral circuit.
