Are the power supplied and output?

To IC1903 pin 4: Is the PCONT3 signal High?
To IC1905 pin 4: Is the PCONT3 signal High?
To IC1906 pin 1: Is the PCONT3 signal High?
To IC1907 pin 1: Is the PCONT3 signal High?
